Abstract
Most of the existing methods to assess seismic risk cannot explain that some district improvements have no effect to the improvement of the seismic risk of the district, although planners expect that they may decrease the risk. However, a method to evaluate effect of the improvement is essential in process of urban improvement activities for disaster mitigation. On this study, we developed the seismic assessment system for district improvement plans focusing on fire spread hazard and difficulty of firefighting. As a result, we demonstrated the existence of their effect quantitatively.
