Changes and the Subject of a Rows-of-houses Preservation Enterprise in Katsuyama-cho, Okayama Prefecture

Abstract
1. Introduction The purpose of the study is to grasp the actual condition of the rows-of-houses preservation policy of Okayama Prefecture and to study the example in Katsuyama-cho. The listening investigation was conducted with the questionnaire for the visitors and residents in the Katsuyama-cho rows-of-houses preservation area.2. The Rows-of-houses Preservation Enterprises of Okayama Prefecture and Katsuyama-cho The Katsuyama area was improved in the 1985-89 fiscal year and the 1993-97 fiscal year. The rate of assistance to an enterprise was less than 1/2 of the working expenses for assistance. The upper limit per private house was 2 million yen. Furthermore, Katsuyama-cho founded the "rows-of-houses preservation area maintenance subsidy" system independently in 1993, restored 9 private houses, and made and updated the shop curtains; "Noren".3. Change of the Land-use and the Landscape of the Rows-of-houses Preservation Area of Katsuyama-cho The area of a rows-of-houses preservation area is about 25.3 ha, Yamamoto-cho, Uemachi, Nakamachi, Shimomachi, and Nakagawa-cho serve as an important maintenance area (about 3.3 ha), and extension is about 800m. The ground warehouse of structure with gable tile-roofing is in appearance, and it is in use. Moreover, a latticework-latticed window structure, a white wall, and a sea cucumber wall constitute the charm of new rows-of-houses. A stone pavement follows on the riverside at the site facing the Asahi river. There are the remains of an arrival-and-departure place of a flat boat; Takasebune, a brewery, etc. and the scene which harmonized with the clear stream develops. About 30% of Machiya along the Asahi river was extended to the bank in 1986-2000. The present condition of the house of the research region was investigated and the situation of an alteration was classified into three in November, 2002. "A large-scale alteration" is about 30%, and is distributed centering on Shimomachi and Nakagawa-cho.4. A Questionnaire Result and its Consideration According to our investigation in 2002, the local people was satisfied with "it is quiet and is easy to live", "the beauty of a natural landscape", "harmony of rows-of-houses and a shop curtain", and "a historical atmosphere", but recognition of "the creation of active rows-of-houses" was unexpectedly low. Therefore, cooperation between residents and informational sharing are much more required. Since both the visitors and the residents are very much satisfied with each institutions, such as the whole rows-of-houses, a samurai residence, a brewery, and a restaurant etc., town planning is well received.
