Many irrigation ponds existed in Nagoya City especially in the eastern hill area before. There are still 113 irrigation ponds though the number of ponds decreased sharply with the progress of land development since the former half of 1960's. The city formed Nagoya City Conference for Environmental Preservation of Irrigation Ponds in 1973, surveyed all the ponds in the city, and settled on Basic Plan for Environmental Works of 96 ponds that their evaluation on flood control or environmental side was high. At the same time, alteration, abolition and repairing of the ponds became the considerations that needed decision by the conference. In 1992, the city legislated Irrigation Ponds Conservation Ordinance. Thus, Nagoya City has been engaged in conservation of irriagation ponds with all its might. In Nagoya City, there are many public-owned ponds and this promotes their conservation. As for making the ponds public-owned, the relation to land readjustment is deep, and the most of land development in Nagoya City have depended on the land readjustment. Concretely, the irrigation pond is made public-owned after bottom ground of the pond is exchanged for housing lot with the same value as the bottom ground. It seems that 43 ponds at least were made public-owned by land readjustment. Besides, it seems that 20 ponds were made public-owned by purchase or donation. Also, 66 ponds are used as parks and 54 are used as flood regulation ponds. These ponds contribute to an increase of green tract rate and flood control. As mentioned above, the utilization and conservation measures of irrgation ponds by Nagoya City serves as a good reference when the ponds are maintained at the urbanized area.

1. Introduction The purpose of the study is to grasp the actual condition of the rows-of-houses preservation policy of Okayama Prefecture and to study the example in Katsuyama-cho. The listening investigation was conducted with the questionnaire for the visitors and residents in the Katsuyama-cho rows-of-houses preservation area.2. The Rows-of-houses Preservation Enterprises of Okayama Prefecture and Katsuyama-cho The Katsuyama area was improved in the 1985-89 fiscal year and the 1993-97 fiscal year. The rate of assistance to an enterprise was less than 1/2 of the working expenses for assistance. The upper limit per private house was 2 million yen. Furthermore, Katsuyama-cho founded the "rows-of-houses preservation area maintenance subsidy" system independently in 1993, restored 9 private houses, and made and updated the shop curtains; "Noren".3. Change of the Land-use and the Landscape of the Rows-of-houses Preservation Area of Katsuyama-cho The area of a rows-of-houses preservation area is about 25.3 ha, Yamamoto-cho, Uemachi, Nakamachi, Shimomachi, and Nakagawa-cho serve as an important maintenance area (about 3.3 ha), and extension is about 800m. The ground warehouse of structure with gable tile-roofing is in appearance, and it is in use. Moreover, a latticework-latticed window structure, a white wall, and a sea cucumber wall constitute the charm of new rows-of-houses. A stone pavement follows on the riverside at the site facing the Asahi river. There are the remains of an arrival-and-departure place of a flat boat; Takasebune, a brewery, etc. and the scene which harmonized with the clear stream develops. About 30% of Machiya along the Asahi river was extended to the bank in 1986-2000. The present condition of the house of the research region was investigated and the situation of an alteration was classified into three in November, 2002. "A large-scale alteration" is about 30%, and is distributed centering on Shimomachi and Nakagawa-cho.4. A Questionnaire Result and its Consideration According to our investigation in 2002, the local people was satisfied with "it is quiet and is easy to live", "the beauty of a natural landscape", "harmony of rows-of-houses and a shop curtain", and "a historical atmosphere", but recognition of "the creation of active rows-of-houses" was unexpectedly low. Therefore, cooperation between residents and informational sharing are much more required. Since both the visitors and the residents are very much satisfied with each institutions, such as the whole rows-of-houses, a samurai residence, a brewery, and a restaurant etc., town planning is well received.

In the marginal regions of metropolitan areas, there is a tendency for the location of offices and residences to increase in accordance with the development of transportation network in recent years. Therefore, urbanization advanced quickly and it has a possibility of making the competition of urban land use and other land uses such as farmland and forest aggravate further. Furthermore, this is connected with the problems such as the deviation between land use control and land use. The purpose of this study is to evaluate the land use control of land use master plan by analyzing the deviation with the land use in Lake Biwa's drainage basin as one of marginal regions of a metropolitan area. In this study, GIS as spatial analysis tools should be effective. The major findings of this study are as follows; 1) Inside the city areas, land use problems accompanying urbanization have arisen in the urbanization control areas of southeastern part and in the white areas of northern drainage basin and it is crucial in the duplication areas with agricultural districts. 2) Although most of the outside of the city areas are covered with forests and there are not so serious problems, new urban areas have expanded slightly in the agricultural districts of both eastern and northern parts.
