Abstract
Even though subjective roles of disaster preventing activities has been gradually shifting from municipalities to local wards since Hanshin Great Earthquake 1995, actual conditions of local hazard preventions vary widely. This study aims to clear up how local voluntary disaster preventing organizations in Tohoku had prepared and worked in the series of disasters known as 3.11. Study investigation was carried out in six wards in Miyagi prefecture and their actual conditions of the local hazard prevention are summarized in this poster.
