Abstract
Aim of this research is to construct the 4D hazard map, which demonstrates the spatio-temporal change of the damage considering the elapsed time after the tsunami uphill. Therefore, this research applies the tsunami flow rate on land model to the coastal area of Hamamatsu city located in Shizuoka Prefecture using GIS.
According to the result of model and the analysis, it was possible to reflect the situation that the houses are obstacle to invasion of the tsunami and the speed decreased in the housing complex area. In addition, by separating the tsunami inundated area every possible tsunami propagation time on the land, it is possible to show the situation that it becomes impossible to use the tsunami evacuation facility located in the vicinity of the coast. Based on that fact, network buffers were generated considering the evcaluable time for different tsunami evacuation facilities for each of the tsunami arrival time. When calculating human injury and loss, (1) In the case of the evacuation call was effective and the early evacuation rate was high, the number of un-evacuated people are 27,252 and (2) In the case of early evacuation rate was low, number become 46,699.
