Abstract
In the view of land use change and the flood plain of the Kusatsu River, the micro-geomorphology such as natural levee and back swamps are changed the role of buffer zone of inundation to be debilitated in recent period because of paddy filed disappeared and widely expanded urban area. The land use change is has been influenced to be social structure and also activities of local voluntary organization for disaster prevention in the study area.
