The Educational Resources Information Center (ERIC) is a nationwide educational-related
information system sponsored and supported by the Federal Government of the United States. As an successful example of social sciences information system, ERIC has provided a model to develop an information system in the developing countries. This study of the ERIC system consists of two parts:
1) the process of establishiment. 2) the organizational structure.
This paper, which is the first part of the study, is concerned with the process of establishment of the ERIC. The author described and examined the historical background, planning and operation of the ERIC system. Moreover,the U.S. federal educational information policy adopted in developing ERIC system is evaluated.
