    The Educational Resources Information Center (ERIC) is a nationwide educational-related information system sponsored and supported by the Federal Government of the United States. As an successful example of social sciences information system, ERIC has provided a model to develop an information system in the developing countries. This study of the ERIC system consists of two parts: 1) the process of establishiment. 2) the organizational structure.
    This paper, which is the first part of the study, is concerned with the process of establishment of the ERIC. The author described and examined the historical background, planning and operation of the ERIC system. Moreover,the U.S. federal educational information policy adopted in developing ERIC system is evaluated.

    Active library development policy of prefectural boards of education is very important to municipal library development.
    The purpose of his this paper is to clarify how the legal authorization for municipal library development policy of the boards was formulated in the postwar period.
    This paper examined the process of promulgation and revision, and the interpretation of Article 7 of the Library Law of 1950, Article 48 of the Law Concerning the Organization and Functions of Local Educational Administration of 1956, and Item 1 of Article 6 of the Social Education Act revised in 1967.
    From the study, the followings were found: Under Article 7 of the Library Law, the boards were not given any authority to provide actively substantial guidance and advice, but merely to give “professional and thchnical” guidance or advice “upon request”. By promulgation of the Law Concerning the Organization and Functions of Local Educational Administration of 1956 and revision of Item 1 of Article 6 of the Social Education Act in 1967, the boards had the authority to provide active and all-round guidance and advice.

    We developed and tested a training method for the book classification using a personal computer for students. Now We report the obtained results.
    One of Japan-MARC's date is displayed on the screen as a problem. Questions were extracted from the date in “J-BISC”. A question was selected randomly from 1135 data by the computer program.
    Referring to the title, subtitle, author and notes of the book on the display, a student decides a classification number, and inputs it to the computer. The classification number was compared with NDC number in its Japan-MARC's data. The number of answers was 4793 in total.
    Analyzing the answers, it was found that the correct answer was 42%. When 3 digits (NDC 1000 division) were compared the percentage was improved to be 61%. The results were obtained by a personal computer.
