Abstract

The Article 4, Article 5, Article 13 of the Library Law prescribe the duties, qualifications, and posting of the professional personnel. The purpose of this paper is to elucidate the spirit and problems of the provisions through the examination of related literature and comparison with museum workers and social education directors. As a result, the following points were found. (1) Insufficiencies can be observed in the job specifications, grading and distribution of duties, requirements and methods to acquire qualifications, and posting of the librarians and assitant librarians. (2) Methods to acquire qualifications lack in flexibility, despite the low level of educational background required to obtain qualifications. (3) Valid regulations are not laid down for the members of the library staff who are in charge of clerical work. (4) The important document "Sisyo oyobi sisyoho no syokumu naiyo" has not been put to use. (5) Comparison has not been made with professional personnel including museum workers and social education directors.
