    During 1920s, American publlic libraries have started educational services. In 1924, W. S. Learned, who was a reserch staff of the Canegie Foundation for the Advancement of Teaching, wrote The American Public Library and the Diffusion of Knowledge. In his book, he envisioned public library as community intelligence center which had a responsibility to answer various information quetions of the community. Learned brought thoughtprovoking model for future development of the American public library. As the result of this study, it was found that Learned vision of library service showed new dimension for adult education and community service and his discussion on librarianship gave foundation of adult service in our time.

    The Article 4, Article 5, Article 13 of the Library Law prescribe the duties, qualifications, and posting of the professional personnel. The purpose of this paper is to elucidate the spirit and problems of the provisions through the examination of related literature and comparison with museum workers and social education directors. As a result, the following points were found. (1) Insufficiencies can be observed in the job specifications, grading and distribution of duties, requirements and methods to acquire qualifications, and posting of the librarians and assitant librarians. (2) Methods to acquire qualifications lack in flexibility, despite the low level of educational background required to obtain qualifications. (3) Valid regulations are not laid down for the members of the library staff who are in charge of clerical work. (4) The important document "Sisyo oyobi sisyoho no syokumu naiyo" has not been put to use. (5) Comparison has not been made with professional personnel including museum workers and social education directors.

    In the 1980s many kinds of media were introduced in American school libraries. So they were expected the role of instructing information literacy. This role was clearly expressed in "Information Power: Guidelines for School Media Program" (1988) which was published by American Association of School Librarians, Association for Educational Communications and Technology. The change of this role influenced on training of school librarian in the 1980s. Therefore, the purpose of this paper is to define the trend of training of American school librarians in the 1980s and analyze the factors in it on the base of American and Japanese literatures. As the results of this study, the following points are found. The remarkable features in the 1980s were the increase in the number of states that introduced (1) practium, (2) achievement tests and (3) competency-based preparatory program as part of certification requirements. A primary factor of them was the concept of competency-based education. The role of competency-based education was to clarify competence of school librarian by task analysis and develop curriculum to combine theory and practice in school librarian training programs.
