We regard all the materials that are used and preserved not as the a simple accumulation but the group differentiated from materials which is not used and preserved.
We call the simple and basical crowd a group. The group of patrons is a social group, and the group of the preserved is a collection as the form of materials.
In order to transform the crowd of people who don’t use the library to the group who uses it needs not only to form the group of patrons but to try to organize the collection of books rich in contents, corresponding the group of patrons.
The combination of the group of patrons and then the group of collection is considered nucleus of the activity for public library to carry out.
