Abstract

This study analyzes the decision making process targeted at reform of working practices of a local government. The result shows that sub-organization configure multiple choice opportunities before specific problems occur and, result of certain choice opportunity is taken over to other choice opportunity by the synthesis point of view of the two models of the garbage can model and Simon’s decision making model (1947). Considering this characteristic of this decision making process, this study adduces linkage of constant choice opportunities. With sub-organization forward process based on this concept, process comes off ambiguous at local view, finally organization resolves an issue at overall view.
