Abstract
Upland field crops occupys a significant position in Hokkaido agriculture. However, as these crops are faced with overproduction, agricultural cooperatives of Hokkaido have made the guideline of areas under cultivation. In addition to this measures, they practice many kinds of policies aiming to stabilize production and supply of upland field crops, such as wheat, soy bean, kidney bean, potato, and suger beat. They also have tried the calculation of producers' sale price which valued the increase of productivity of upland field crops. Moreover, they appeal to the Government and its ruling party to take note of the above subjects, but there are many difficult problems in these negotiations.
