Abstract
The purpose of this study is to make clear the willingness of farming of Non-Resident-Farmland-Owner. According to the survey, the author finds that NRFO's willingness to pay for farmland management is negative irrelevant to their farmland's geographical condition. This means that NRFO still recognize their farm not as environmental goods that needs investment but as farm assets. Furthermore, by making logit-analysis, the author finds that the length of inhabitation in urban area is a significant factor of farmland owners' decision of farmland abandonment. It also proved that local government's notification concerning the necessity of management is effective for prevention of abandonment.
