The purpose of paper is to clear effective methods of support for community development by municipalities in the case of Kuzumaki Town. It results that 1) combination of reorganization of communities and monetary support is effective because it enhances resident's participation and revitalizes community activities, 2) but monetary support is not always effective for small communities of less population and communities of leader's shortage because they cannot use the money effectively for their activities.
