Abstract
It has been considered that making a land use plan is important since 1970 year. Each municipality has made various land use plans based on the laws. Recently making a plan by ordinance is considered as important, and some municipalities correspond to the circumstances state of districts and inhabitants. This paper clarifies that effectiveness of making a plan by the ordinances differs from planning system. From this point, we have been studied a case study between Kobe city and Hitaka town, and pointed out the effectiveness of Conflict Model.
