Abstract
We investigated the actual management conditions of a rural resident organization for the support of kleingarten users in case of an "arranged rural relatives" group at Kleingarten Yachiyo. Our investigation revealed that this organization failed to function because of inefficient planning. The main reasons for this inefficiency are as follows: 1) No one assumed responsibility for the organization. 2) The organization members were not selected appropriately. 3) The role of the members were not appropriately defined. 4) Members who failed to fulfill their responsibilities in the organization were not replaced.
