Abstract
The purpose of this study is to make clear activation factors to make progress of residents' participation for management of irrigation water's multi-functional roles. 16 neighborhood committees composing “Seseragi-katsudo-iinkai”, the organization for management of Inaoigawa Seseragi park in Towada was investigated. As a result, neighborhood committees were classified 6 steps of activation. 11 activation factors to make progress were made clear by the analysis of progress. It was most important of leader's activity: planning the form of management, enlightener for residents.
