Abstract
We used a questionnaire survey to determine which administrative measures and civic organizations are effective in improving the spring environment in Mishima City, Shizuoka Prefecture. Measures for beautification of the water environment were the most highly appreciated administrative actions because they are directly related to the water and involve residents. Groundwater preservation measures scored much lower, primarily because they do not achieve visible results. There were no significant differences among civic organizations despite their differences in primary focus and activities. Few residents participate in water conservation or groundwater preservation measures, although most residents indicated they would participate if such measures were available.
