Abstract
For construction of cooperative region, a mutual understanding between local government and residents is important. The object of this research is to confirm a commonality and complementarity relation of local public relations and municipality comprehensive action plan by using a text mining method. As a result, it was cleared that a public comment of local administrative chief were reflected as a part of future municipality comprehensive action plan. That is, the meaning of local public relations is not summarized information of municipality comprehensive action plan totally, but advance announcement of notable matters at the time.
