Abstract
The revival of farming districts devastated by the Tohoku Earthquake has been hit by difficult domestic and international social and economic situations, such as reduced birth rates, an aging society, and TPP participation negotiations. Meanwhile, ever more complicated dilemmas are occuring in farming district revival: the farmland (especially rice paddies) ‘has to bear the burden’ of the upper streams; ‘maintenance has to be upkept’ and disasters ‘have to be accepted’ in emergencies. What can be proposed by the landscape field for such problems? Can something not be created while degenerating? For example, is there any possibility of creating a new category of park along with urban and regional parks? This essay discusses new approaches in agriculture/environment/landscape over and above the sectionalism of each administration.
