The revival of farming districts devastated by the Tohoku Earthquake has been hit by difficult domestic and international social and economic situations, such as reduced birth rates, an aging society, and TPP participation negotiations. Meanwhile, ever more complicated dilemmas are occuring in farming district revival: the farmland (especially rice paddies) ‘has to bear the burden’ of the upper streams; ‘maintenance has to be upkept’ and disasters ‘have to be accepted’ in emergencies. What can be proposed by the landscape field for such problems? Can something not be created while degenerating? For example, is there any possibility of creating a new category of park along with urban and regional parks? This essay discusses new approaches in agriculture/environment/landscape over and above the sectionalism of each administration.

So, we all have to learn the meanings of Becquerel and Sievert, and have to decide by ourselves the extent of radiation exposure we are ready to accept. This paper is a discussion based on the report of my activity in the support to the housing reconstruction plan and altitude relocation housing program by public participation in Goishi area Ofunato city Iwate Prefecture. Through support activities of more than two years, I understood the difficulty of transfer heights residential construction by public participation. I was thinking that there is a cause that is difficult to support the government plan has public funds to the rebuilding of the house is the private property of individuals this problem. The author discussed the need to provide support to community participation in order to fill the support that is not prudent to rural planners.

We are making the reconstruction proposal to claim local government at the workshop with the residents. This paper is an interim report that is the difference between the reconstruction plan and many residents' opinion, and our activities.

A case on the relationship between Chiba University and Yamakiya District, one of a forced evacuation area against radioactive contamination by the accident of Fukushima Dai-ichi Nuclear Power Plant, is described for reconstruction of broken society. Based on the principle of community priority, we aim to achieve a role of academic sector. The main points of activity are to establish measures on i) monitoring of radioactive materials, ii) countermeasures to radioactive contamination, and iii) reconstruction of livelihood. Sense of science, sympathy, and idea for the future are the three elements to be shared for the solution of the problem.

This study examines a problem of the earthquake disaster recovery from an observing point of rearrangement of the living sphere. The past lifestyle collapses by the earthquake disaster, and the reconstruction becomes the problem. Also community weakens by several times of relocation, and reproduction is demanded. As the result of consideration, improving of the social infrastructure in accord with the local fact is necessary to rearrangement of the living sphere of the stricken area. In addition, it is important to form the living sphere by the independent activity of local inhabitants.

Residence plan for the reconstruction begins with the planning of the shelter. Further, it is possible to create a better environment that can be discussed by suitable temporary housing planning and management. For example, in Yamakoshi village, the reconstruction spatial plan have provided not only housing reconstruction but also regional and their life reconstruction by considering about their past life style. Very important attitude for planner is to consider about their sustainable life style reconstruction. Safety against a disaster is also very important. But suitable planning for their living is much more important.

Because of the influence of Great Eastern Japan Earthquake and the nuclear plant accident, as known as 3.11, in large numbers of Fukushima Prefecture residents have been still separated from their original houses and towns and continued their evacuation life. In view of Fukushima's situation of difficulty of returning their original houses and towns, the author studies creation of the residential environment including multi habitation, reuse and relocation of temporary housing, and renovation of their original houses as well as straight path of preparation of permanent restoration public housing complex after temporary housing.

Construction of public housing in disaster-stricken areas is in delay. One of the reasons is the difficulty of securing housing sites. It is clear that construction of unplanned huge breakwaters and thoughtless rezoning are the causes. And the Japanese bureaucracy that cannot correct these problems is the fundamental problem. To this problem, local assembly has the function of protecting its citizens, but it does not function properly in disaster-stricken areas.
