Abstract
Because of the influence of Great Eastern Japan Earthquake and the nuclear plant accident, as known as 3.11, in large numbers of Fukushima Prefecture residents have been still separated from their original houses and towns and continued their evacuation life. In view of Fukushima's situation of difficulty of returning their original houses and towns, the author studies creation of the residential environment including multi habitation, reuse and relocation of temporary housing, and renovation of their original houses as well as straight path of preparation of permanent restoration public housing complex after temporary housing.
