Abstract
Construction of public housing in disaster-stricken areas is in delay. One of the reasons is the difficulty of securing housing sites. It is clear that construction of unplanned huge breakwaters and thoughtless rezoning are the causes. And the Japanese bureaucracy that cannot correct these problems is the fundamental problem. To this problem, local assembly has the function of protecting its citizens, but it does not function properly in disaster-stricken areas.
