This study focused on the operation of small hydro power plants (generating 1,000 kW of power or less) owned by agricultural cooperatives in the Chugoku Region, and the effects of the Feed-in Tariff Scheme on their operation. The results reveal that the plants have provided employment opportunities in local communities, and suggest that the development of community power first requires financial support to revamp the plants and then further support to bring in a new generation of technicians to maintain them.
