Abstract
A focal point of this paper is development of a method of optimal choice in decision-making of alternative plans.
Usually many citizen-allotments are situated near urbanarea, but recently they become the object of public attention as a mean of rural development in handicappedregions. In these mountainous regions the forms of citizen-allotments seem to be especially very various according to regional conditions. So the optimal choice of alternatives may be a very difficult problem.
In this study are made clear the following points:
1) classification of “Kleingarten” types in the mountainous regions.
2) development of a method of optimal choice in these“Kleingarten”plannings.
a) the criterions of evaluation
b) the scoring-model of evalution
c) the optimization-method of the investment by cost-effectiveness-analysis.
