This study is a part of the study on the residential distribution of employees, which has attempted to make clear the effect of population distribution control by the employment of establishment. In this paper, we attempted to make clear the decision-making structure on moving out of employees, as the case study in Samarinda Municipality, the Republic of Indonesia.
To get the samples, we inquired to employees about the experience of moving out after employed and socio-economical attribute by questionnaire at 29 establishments in Samarinda municipality. The number of samples were 657.
As the analytical method, We applied disaggregate logistic model eq. (1) which adopted“the experience of moving out after employed” as the independent variable and the variables which might influence the decision-making on moving out as the expanatory variables.
    (1)
Pr: the probability of moving out of individual r
Xrk: the k-th variable related individual r, which might influence the decision-making on moving out
    β: Parameter
The probability on moving out of individual r might be influenced by the geographical attribute of inhabiting zone, which related to utility for daily life or commuting, and the socio-economical attribute like as age, sex, income and so on, so that we adopted 7 variables related with the geographical attribute of inhabiting zone and 12 variables related with the socio-economical attribute of individual r as the explanatory variables of eq. (1) .
As the results, it was indicated that 8 explanatory variables were significant for fluctuation of independent variable at 5% level, which were 1 geographical and 7 individual variables. It showed that “population density in the inhabiting zone”, “male” and “length of employed”were positive and “age”, “birth in Samarinda”, “own house”, “size of family” and “not the head of household” were negative factor for decision-making on moving out.
The conclusions are as follows. socio-economical attributes of individual mainly affect to decision-making rather than geographical attributes. It means that to control the number of mover by zone might be possible to control the place of establishment and the conditions of employment.

A focal point of this paper is development of a method of optimal choice in decision-making of alternative plans.
Usually many citizen-allotments are situated near urbanarea, but recently they become the object of public attention as a mean of rural development in handicappedregions. In these mountainous regions the forms of citizen-allotments seem to be especially very various according to regional conditions. So the optimal choice of alternatives may be a very difficult problem.
In this study are made clear the following points:
    1) classification of “Kleingarten” types in the mountainous regions.
    2) development of a method of optimal choice in these“Kleingarten”plannings.
    a) the criterions of evaluation
    b) the scoring-model of evalution
    c) the optimization-method of the investment by cost-effectiveness-analysis.
