Abstract
The purpose of this study is to clarify the local governments' policy of developing exchange activities with city in moutainous rural areas. Oguni Town, Niigata Prefecture, was chosen for investigation where hearing the government's staffs and questionnaire concerning exchange activities to residents were put into practice. The conclusion could be summarized as follows; 1) activities aimed at unspecified urban residents and those aimed at the specified must be closely related; 2) elaborated countermeasure through community participatory planning debate in each settlement is required for sustainable exchange activities.
