Abstract
In this study, we have analyzed the mechanism of problems caused by planning organization from the viewpoint of structure analysis of the local community in the objective area “Hotaka district”. The following facts are clarified through analysis. The weak commitment of participants was brought by the incomplete consensus on the execution of participatory planning in local community, and it made expected function of planning organization work partially especially in information exchange between habitants and their representatives. The underlying cause of these two problems is easygoing belief that functions of local community are applicable in the planning process. Local government behavior of this sort was also found in the previous research which was carried out by author.
