Abstract
This paper aims at finding activated plan to maintain the function of the hilly and mountainous areas by the direct payment Two villages in the highland district of Kochi city, Kochi prefecture were selected as study sites for a countermeasures because of the agriculture continuation.
A cultivation renunciation area was asked in the consideration from the relations between the applicable area rate and the village agreed rate.
It was found out that the cause making agriculture difficult was in the decrease of the people consered with agriculture and the age composition by the analysis.
