This paper describes the reliability design method of telecommunication networks. To design highly reliable telecommunication networks, we introduce a new failure definition and a reliability evaluation measure based on telecommunication circuit number. In a traditional network reliability design, the disconnected state between two nodes is defined as a failure state. In this paper we propose that the network failure is defined as a state that telecommunication circuit number is less than a threshold value. Telecommunication network design problem is formulated by a path decision problem constrained by reliability and this problem is represented a mathematical formation using threshold logic. We find the cut-set of telecommunication network elements using Truth table, we show the constructive method to evaluate failure probability considering telecommunication circuit number.
