[Methods] Semi-structured interviews were conducted with six municipal health nurses in charge of fostering community-based resident organization and data were analyzed qualitatively and inductively. [Results] Training programs consisted of diet and exercise mainly for prevention of adult diseases and care prevention, and prevention of depression for mental health promotion. Learning styles were; lectures to obtain knowledge, practical training to acquire techniques, group work with members, tours of model areas, and interaction with HPVs in other regions. PHNs involved in the program by explaining purpose of the HPVs' activities and roles, assisting in discussion and collaboration in the planning of activities, enhancing HPVs' motivation and self-efficacy, encouraging HPVs' initiative, appreciating their HPV activities, and making effort to increase the number of HPV experiencers to promote community health consciousness. [Conclusion] The study suggests that the training program for HPVs in community-based resident organization will become effective by including clear explanation of purpose and role, collaboration in activity planning, practical and effective technique for promoting health, opportunity to disseminate HPVs' activities to community residents, opportunity to feel needed and obtain self-efficacy, and regular training course for HPVs to constantly exchange information with other HPVs.
