Abstract
In France, as in other advanced countries, the aging process is progressing, but unlike Japan, the aging process is moderate.
Nonetheless, with the progress of aging, measures for elderly care in France have been steadily implemented, and in recent
years, the care security system has been shaped around the region, starting with measures against dementia. This seems to be
in the same direction as the development of the comprehensive community care system in Japan. This article describes the
“Individualized Independence Allowance (APA)” that plays a major role in French nursing care security, the “Regional and
Information Collaboration Center (CLIC)” that is expected to play an important role in community care, and “Independence
