Abstract
Recently, NGO and developed countries have been actively introducing technologies as international development aid for developing countries around the world. On the other hand, there have been many cases that these technologies have not been accepted. In contrast, it is said that local leaders lead international development aid to the success. In this study, a case field is selected, where some people have accepted community based water supply equipment introduced by international development aid, whereas others not. This study reveals the factor of not accepting the introduced technology focusing on the roles of leaders. As a result, in this case, factor of not accepting the introduced technology is social capital.
