Abstract

Communication of wind power projects is expected to be beneficial at the environmental impact assessment stage. In recent years, it has been recognized that prior communication taking into consideration regional characteristics is also performed at the zoning stage process. We conducted a survey with local districts in order to examine prior communication, focusing on cases where coordination was difficult. As a result, when there are existing users in the location area, we found that it is effective to start the prior communication process with stakeholders during the zoning stage. In addition, site visit also proved beneficial in fostering a trusting relationship with stakeholders. Lastly, it is required to change the developer’s mindset that prior communications with local stakeholders is not beneficial.
