Regulation on Location of Solar Photovoltaic Stations by Local Ordinances to Regulate Location of Renewable Energy Power Stations

Abstract

Abstract： This report surveyed all cities whether they have enforced ordinances to manage location of solar photovoltaic stations. The result was that 56 cities have introduced such ordinances on until the end of October 2019, especially in those two years the number has grown rapidly. 86% cases have stipulated “disaster prevention” in addition to landscape conservation as matters for considerations. Almost all of them has stipulated resident’s briefing. Almost all of them has only the rule for disclosure of violation as sanction. We categorized regulations as three patterns. The first category has regulated in accordance with two or three zones, which has 35 cases, one-third of all. The second category regulates only a specific zone, which has 8 cases. The third category regulates all area of the city, which has 12 cases.
