Abstract

This study organized questions based on previous studies of mountaineering accidents according to issues related to mountaineers and mountain trails. The results showed the scope of responsibility for mountaineers and managers, and that mountaineers’ safety should be commensurate with challenges and be established by stakeholders, and that support and regulation for mountaineers should be considered complimentary. Because the contributing factors of trail conditions and surroundings vary according to the type and level of facilities, information services, and regulation on trails for each mountains range and trail should be classified according to the degree of difficulty, so that, in the planning stage, mountaineers can select trails that match their competence. In addition, adaptable coordination of facilities, information services and regulation of changeable contributing factors can be effective in reducing and avoiding risk in mountaineering activities.
