Abstract
The purpose of this study is to clarify the achievements and challenges of disaster victim support through the collaboration between Disaster Volunteer Centers and civil society organizations. The analysis revealed that human resources in the Utsunomiya City area were effectively utilized, highlighting the importance of relationship-building and information sharing during non-emergency periods.
