Abstract
The “Kawasaki Model” conducted by Kawasaki City has been attracting attention as an optimal
regional industrial policy. Initiatives similar to the Kawasaki Model are, however, being conducted by
local governments and support organizations in various regions. The purpose of this paper is to
make clear what needs to be done to support small and medium sized enterprises utilizing open patents,
by highlighting the differences between the Kawasaki Model and these initiatives. The inquiry examined two Shinkin banks as initiatives led by support organizations. The results indicated that although cooperation with
other administrative and support organizations is important, even in the case of initiatives led by
support organizations, it is essential for regional financial institutions themselves to set proper goals
