Abstract
On the occasion of the development of commercial facilities, it is essential to control them not only from the viewpoint of protection of living condition, but also from the viewpoint of optimization of their locating structure in the municipal. The objective of this study is to illustrate the effectiveness and problems of location control of commercial facilities from the latter viewpoint in Kyoto city. Finally, we summarized the results of the study in three points; 1) effectiveness and problem of scale control, 2) limited objective and content of control, and 3) characteristic and problem of development control system mixture of zoning control and examination procedures by board of review.
