Abstract
Recently in the surrounding areas of large cities there have been conflicts arising between the residents and the developers over the large condominiums that are being built along the nearby slopes. The reasons for this are thought to be due to the heightened awareness of the residential environment, and also due to the relaxation of the regulations following the Building codes revision. For the purpose of looking for resolutions for such issues, we would like to investigate following aspects. First, uncover the driving force behind the development of these large condominiums with basements. Second, look at Yokohama City that is attempting to take on this issue through city ordinances and formulate a countermeasure.
