Abstract
This paper investigates the actual situation of management of municipal city planning councils. A questionnaire survey, concerning a)council meeting, b)talking before council meeting, c)sub-committee, d)features of reports, was conducted over 264 municipalities in Kyushu. The major findings are 1)most of the councils are held only one time per year and discuss a few proposals. The discussion time is generally short. 2)The officials, in about half of the municipalities, have 'Talking before council meeting'with council members for preparing ouncil discussion. However, there are only a few cases where the proposals were changed after the talking. 3)The councils rarely propose alternations. Generally to say, the councils have serious problems to perform accountability.
