Abstract
This paper aims to analyze the effect and limit of the development control through the rural community plans in urbanization control area by the Machizukuri ordinance in Kobe city. We took up Nonaka and South Hirano district for case study. Nonaka district is a typical agricultural area, and South Hirano district is a typical transportation corridor area. We found out that the issue of development control based on the rural community plans as follows, 1) there are some developments that are difficult to get the opportunity of deliberations, 2)there are some issues caused by the four zone system, 3)the special deregulation developments are used very loosely, 4)too much dependence of the community organization will be weaken the local self-governance.
