Abstract
In this paper, we firstly clarify the problems for the establishment of comprehensive transport systems in the local municipalities. Next, we verify the results and the problems in the execution process of Kyoto Prefecture that establishes a lot of successful cases of traffic improvement by introducing the mobility management systematically. Finally we discuss the meaning and the future prospects why prefecture governments should engage in the mobility management.
