Abstract
This study aims at clarifying the process and the intention of the Park System Master Plan of Rokko Mountain around 1920-1930. This study shows concrete ideas of two Park System Plans which were published in 1930. Main conclusions are as flows. 1) Concerning the process of the planning, from the beginning of 1920s, civil engineers started arguing on a park system plan of Mt.Rokko, and finally Hyogo Prefecture Urban Research Society (HPURS) made a plan. Kazuo Mori, a engineer of Hyogo Prefecture, took a leadership in it. 2) The road network planning was regarded as important for the park system plan. And both trunk roads and walking roads mainly outside the area of Kobe city were planned by HPURS, and a dense road network in the area of Kobe city were planned by Kobe City. It was considered as most important to open scenic places to the public with conserving and improving them.
