Abstract
In recent years, in order to solve the problems in environment and landscape, the number of municipalities who have enacted ordinances to control the location and design of panels is increasing. In this research, with the purpose of estimating the effects of ordinances on location control and landscape conservation, we conducted a questionnaire survey to 115 municipalities. The result showed that, even lots of municipalities agreed that the location and influences on perspective landscape are important issues when setting up panels, but the percentage of municipalities who have sensed the effects of ordinances on location control tends to be at a low level around 25%. We also found that the smaller the scale of equipment is, the harder the implementation of landscape conservation will be, but the number of municipalities who have sensed the effects tends to increase if it is implemented.
