Recently, many people are interested in the potential of waterfront public spaces in urban cities. “Kashi” was typical waterfront public space in Japan in the Edo era. This study focuses on three Kashi in outer edge of Edo, Honshiba-kashi, Honshibazaimokutyou-kashi, and Kanasugikawaguti-Kashi and analyses those space compositions and relationships with surrounding areas from the point of view of those space composition and ownership. These Kashi were more public than those of center part of Edo for the ratio of residents who used Kashi was higher than those. Cityscapes of Kashi were formed independently of surrounding areas and a diversity of types of architectures were confirmed depending on residents’ jobs.

In this study, we focus on the relationship between approved plans for the maintenance and improvement of historic landscape in a community and those for the central city revitalization, and consider the relationship and operational situation of the plans from the viewpoint of securing historicity of each project positioned in the plans. Specifically, with respect to 19 cities that have formulated the plans, we made indexing overlapping of planning areas and contents of projects between the plans, and consider the planning operation of each city based on its scatter plot. Besides we examined concrete contents of the discussion or adjustment in the stages of plan making, project promotion, plan evaluation, and also examined the effects or challenges of overall planning through the questionnaire survey to municipal officers.

Second, it is to know the change in the number of historic buildings before and after the selection to the landscape. We found that in Uji City, Beppu City and Gihu City, some historic buildings which had not been conserved by other systems had been conserved by the Cultural Landscape protection system. Also, as a result of field survey and interview survey to Uji City, some historic buildings subject to conservation had been lost after the selection of important cultural landscapes. We found that the cause is that the Cultural Landscape protection system is a notification system concerning change of the current state of the buildings and very expensive cost for repairing buildings.

In order to know the dynamic viewing, testees were equipped with wearable cameras and another camera was fixed on the ship. By using the VTR taken by cameras, eye fixation features were analyzed. The results are shown as follows. (1) Testees are divided into two types, active type and inactive type respectively. The viewings of shipboard scenes are divided into 2 types, viewing along the bank and viewing along the river. (2) Simple correlations were revealed in distance from viewing objects, elevation angle and horizontal apparent angle. (3) In certain domains, viewing along the bank and viewing along the river are mixed, where time for viewing along the river by testees becomes short. Therefore, it is observed that two types of viewing influence other.

In recent years, in order to solve the problems in environment and landscape, the number of municipalities who have enacted ordinances to control the location and design of panels is increasing. In this research, with the purpose of estimating the effects of ordinances on location control and landscape conservation, we conducted a questionnaire survey to 115 municipalities. The result showed that, even lots of municipalities agreed that the location and influences on perspective landscape are important issues when setting up panels, but the percentage of municipalities who have sensed the effects of ordinances on location control tends to be at a low level around 25%. We also found that the smaller the scale of equipment is, the harder the implementation of landscape conservation will be, but the number of municipalities who have sensed the effects tends to increase if it is implemented.
