This paper focuses on Stalled Spaces, a program implemented in Glasgow, Scotland, to support the interim use of underutilized land by citizens. This paper identifies the characteristics of the institutional framework of Stalled Spaces and summarizes how activities and land use there have been transformed. The survey revealed that (1) short-term and long-term projects were implemented within the same framework, (2) agricultural use accounted for approximately 60% of the projects, and (3) approximately 60% of the target sites were publicly owned land. In addition, more than half of the projects that were implemented were still in interim use, and even in the cases that were terminated, there were cases of land that had fallen into disrepair that were improved, or were transitioned to a new use, which contributed to the improvement of vacant and blighted land.
