  • - The case of clearing of eaves in Doshomachi-dori -

    In the old town of Osaka at the beginning of the modern era, the narrow road space due to the protrusion of the townhouse to the road is a problem, and in order to solve it, the so-called "clearing of eaves" is implemented to secure the width of the street by trimming the eaves along the road. The research on " clearing of eaves " so far has mainly focused on the analysis of administrative measures, and the measures taken by the residents have not been fully examined. In this paper, the dawn of city planning is taken from the perspective of the involvement of the residents, based on administrative documents, corporate history, and trade magazines, taking as an example the "clearing of eaves " carried out in Doshomachi-dori, Osaka in 1920. I consider the actual situation of road development during the period.

    This study aims to promote the use of roads, which has been attracting attention in Japan in recent years, from an institutional perspective, and to clarify the operation of the system in Paris, a leading city in this field. The system of roads for enhanced pedestrian convenience, which came into effect in 2020, is a new system, and it is necessary to compile the operational policies of each municipality. The City of Paris is characterized by the simplification of application procedures and the establishment of detailed rules for the utilization of roads. In addition, as for future development in Japan, it is desirable to simplify the procedures by increasing the number of cases of use and acquiring know-how, and to establish rules by setting establishment criteria in each municipality's ordinances.

    In recent years, discussions on "creative industries," which relate culture and the arts to industry and the economy, have spread, and there are growing expectations that the creative industries can become a new industrial sector in which culture and the arts can support urban development. The creative industries are expected to become a new industrial sector that supports urban development. Since the creative industries have diverse elements, cross-sectoral strategies and cooperation are indispensable for policy implementation, and a bottom-up approach that involves stakeholders is used.This study focused on the "Creative Spirits" project, which is one of the URBACT initiatives that focuses on the creative industries, and clarified the characteristics of discussions on stakeholders in the creative industries based on the initiatives among the participating cities.

    The purpose of this study is to develop a device to measure turning behaviour during walking. Experiments are then conducted in a scenic park. The aim is to comprehensively notate the recognition of grasping landscape in the park. First, an helmet type experimental device that was developed by combining a microcontroller board with a GPS module, a geomagnetic sensor and a card reader. The experiment was then conducted in Nakanoshima Park in Osaka City using 10 subjects. As a result, it was possible to notate the head rotation during walking.

    This study aims to discuss the using and understanding environment by park users based on "active approach" for the environment to bring outdoor equipment and "discernible approach" for the environment to select appropriate locations. A survey of the actual conditions of park users was conducted at eight parks located in the six wards of central Osaka City in September-October 2021 and identified 365 groups. 51 types of "active approach" can be identified among them many users bring rug for casual relaxation. 22 types of "discernible approach" can be identified among them users emphasize the natural surfaces of the canopy, floor and sides. Additionally, 151 groups of the using and understanding environment chose the environment of nature surface of canopy, floor, sides. Among them, 140 groups talk, eat or drink and take a rest. Therefore, we can confirm the using and understanding environment according to each purpose by park users.

  • - A Case Study of Kiyamachi and Ponto-cho Area -

     This paper clarifies that a chronological survey of the type of restaurants opening in the Ponto-cho and Kiyamachi areas, which are Kyoto's most prominent dining and drinking districts during the COVID-19. The results suggest that, although many restaurants voluntarily closed or shortened their business hours after the first emergency declaration was lifted, as the years passed after the second emergency declaration, they operated according to the requested content and period, and a high percentage returned to normal business during the period when no request was made to restaurants and bars. It was suggested that the percentage of restaurants returning to regular business was high during the period when no request was made to them. The March 2021 survey also confirmed that the largest number of closed restaurants was 11. However, 22 stores were closed as of the end of November 2021, suggesting that these restaurants may go out of business in the future, therefore, it is necessary to continue the survey to confirm the trend of closed restaurants in the future.

     This study aims to discuss the recognition of urban parks during the COVID-19 pandemic using Instagram, in Utsubo Park of Osaka City. We extracted posts using the phrase "#Utsubo Park" in 2019 and 2020 and analyzed the landscape and emotional expressions by posted photos and comments. As a result, in 2020, perspective landscape increased slightly compared to 2019 and people took the rose garden and the row of zelkova trees as perspective green landscape. Emotional expression, “happy” is the most both 2019 and 2020 and the comments regarding rose is mainly. Additionaly, in 2020, people feel “refreshing” for green itself or seeing new green leaves. And in 2020, people feel “healing” for green. Urban parks are expansive nature landscape where people physically feel the shade of trees and wind, bring a sense of refreshment in addition to healing to the people during the COVID-19 pandemic.

     The purpose of this paper is to organize the changes in urban transportation by COVID-19 from 2019 to 2021 and consider recent urban transportation issues related to new normal. In particular, we focus on topics of road traffic accident and increasing bicycle traffic. In each case, changes different from the conventional tendency of change have been observed in the COVID-19 pandemic. Regarding changes in traffic accidents in the COVID-19 pandemic, we considered the mechanism of the change in the number of traffic fatalities in each prefecture. In the result, differences in traffic accident occurrence mechanisms between metropolitan areas and rural areas have been clarified. On the other hand, regarding bicycle traffic, we observed an increase in the number of traffic violations and bicycle accidents while a decline in the number of fatalities. Therefore, a correspondence such as thorough traffic rules are expected in Japan.

    This study quantitatively clarified changes in the location of commercial stores and the types of businesses in the central city areas of Kainan City, Tanabe City, and Kushimoto Town, where a tsunami from a Nankai Trough earthquake is expected to occur. The results showed that the total number of stores in the central city area has already decreased by 80% in the last 10 years, and that almost all types of businesses are in decline. The largest number of both closures and relocations as well as new locations were found in the food and beverage industry. The number of stores that have continued to exist since 1980 was found to account for 30~40% of the total number of stores in all three municipalities. In addition, when we examine the location transition and business type of these stores, we find that while many of the stores in both "continued locations and "closed/relocated" were in the shopping malls, there were differences among the other types of businesses in the three municipalities. Based on the above, we discussed policies that should be addressed in the preliminary recovery plan.

     In this study, an evacuation simulation model was constructed for a virtual underground mall, and the effects of three evacuation guidance measures, such as 'no guidance', 'guiding visitors' and 'exit blockade', were examined from the perspective of controlling queues. The results of the analysis under the conditions set out in this study showed that the time taken for all visitors to complete the evacuation and the number of exits where queuing occurs are important indicators for checking the effectiveness of evacuation guidance measures, but even if queuing is suppressed, the results also showed that, due to guidance, evacuees collide with each other when moving around, and that they are held up during the evacuation. It is important to understand these disruptions in advance, as they could be identified. When considering actual evacuation guidance measures, queuing needs to be fully considered, as panic due to unforeseen circumstances is possible.

     In recent years, there has been growing concern about the large-scale and widespread nature of disasters. In particular, countermeasures against long-term waterlogging damage that occurs in urban areas with zones 0 m above sea level are an urgent issue. This study examines the feasibility of a two-area residential policy as a pre-disaster reconstruction measure to prepare for long-term waterlogging damage caused by large-scale disasters. Specifically, we conducted a questionnaire survey on two-region residential policy in a coastal urban area of Hyogo Prefecture where housing reconstruction is needed. The results revealed that employees, in particular, have high expectations for two-region residential policies.

     The transport integration has been paid many attentions in urban transport planning. In particular, MaaS (Mobility as a Service) is widely introduced as an advanced design of urban transport systems.In the concept of MaaS the public transport systems such as railway, bus, trams and so on would be combined with ICT (Information and Communication Technology). It will provide the advanced mobility service in urban area.In the study, the impact of advanced mobility service provided with MaaS is analyzed for travel behavior change in urban area.The public transport system in local city would be analyzed referring to the impact of transport information provision. The travel bahaviour in the local city can be summarized with the person trip survey. The database of travel behavior had been produced in 2010 when ICT condition was not progressed. Therefore, it can be assumed that the travel behaviour is created without information service. The original travel pattern in the local city can be analyzed.

    Many cities in modern Japan are becoming more compact cities due to the increasing number of depopulated areas and the declining birthrate and aging population. However, simply consolidating functions does not necessarily lead to better urban development for the next generation. It is essential to consider the layout of urban functions in future urban development. To this end, we believe it is necessary to understand how people perceive the spaces in which they normally live. In this study, we will clarify the relationship between the perceived/imagined image of the city and the real space, identify areas and facilities that are not easily recognized, and extract factors that determine how similar facilities interact and interact with each other, as well as how they are divided.

    In Japan today, with a declining population, falling birthrate, and aging population, the elderly account for a large percentage of traffic accidents involving vehicles and people. In this research, in order to make a basic town redevelopment plan and a design that is safe for pedestrians and to improve the value of an area, the characteristics of a pedestrian flow line will be clarified. Video was taken to acquire the flow line. The location and number of people were counted using animate software. We investigated the relationship with other transportation modes, focusing on the movement of automobiles. We analyzed the change by time and by day. As a result, it was found that there is a relationship between the amount of staying traffic and the impact of safety control.

     This paper presents a feasibility study on the Bus Rapid Transit (BRT) system for suburban area the Rakusai New Town area, Kyoto City. In the paper, examine the feasibility of the project through the following work. First, a draft of the maintenance route and operation plan was developed. Second, Second, operating expenses (initial and running costs) were measured based on the proposed route and the operation plan. Initial costs were measured based on a case study in Chuo-ku, Tokyo. Running costs were measured by calculating transportation expenses for the 27th year of the evaluation. The calculation was based on the transportation cost per kilometer (559.71 yen). Third, the paper measured the demand forecast and the revenue and expenditure based on the forecast. Although there are issues to be considered, the paper found that the routes presented this paper are likely to be profitable.

    This study clarifies the procedures and changes in response between the Arashiyama Electric Railway and the prefectural and national governments, and examines the process of laying electric track peculiar to the urban periphery. Unlike in the existing urban area, in the periphery of the city, fields spread out outside the villages, and it was possible to create "escape routes""without widening the roads, so it was not necessary to lay all of the track on the roads. While the purpose of the line was for sightseeing, it also had a strong "general transportation" element, and due to the proximity of the periphery in terms of distance and culture, it is easy to mix these elements even today. The Arashiyama train track is a mixture of different elements, and this is due in large part to the fact that each intention has been recognized in the process of construction. On the other hand, the fact that the majority of the track was dedicated and that the track was not laid within existing villages and the roads were not widened may have created a unique situation in the periphery of the area.

    Local railway operators are currently facing a difficult situation. Referring to the discontinuance problem of the Kishigawa Line, this study aims to highlight the elements necessary for citizen groups to develop effective action plans to resolve issues. The study was conducted through interviews with private operators, local governments, and citizens' groups to identify the individual roles of these groups and the ways in which they cooperate with each other. The results suggest that regional organizations have a great effect on the survival movement; they cooperate with them to play a different role. They also allow smooth collaboration among citizen organizations who act as an intermediary between them. It was also found that it is important for even a small group of people to have a sense of ownership and to take action in the initial stages of the dis-continuance problem.

    Keino Matsubara was designated as a national cultural asset, "Scenic Beauty", in 1928, and is a national park with many landscapes such as pine forests with green pines and other vegetation growing among white sand. It also features a beach for swimming and a campsite, making it a popular location for tourists. However, since the number of tourists has been declining in recent years, it is necessary to create a plan for town development through tourism that restores prosperity while simultaneously preserving the environment. In this report, we get an understanding of the actual use of Keino Matsubara by tourists visiting the area, open a resident workshop based on that understanding, and provide direction for tourism-based town development.

     Currently, with local industries stagnating in Japan, tourism is needed as a means to revitalize local communities. The purpose of this study is to understand the actual situation of companies and municipalities that are developing CGVR in tourism contents using digital technology, and to clarify the possibilities and issues through user surveys. The possibilities include a sense of scale unique to VR, the ability to go around the city as one likes, and the ability to preview high-quality sightseeing and recall the sightseeing experience. The challenges include VR sickness and inadequate reproducibility. In the future, it will be necessary to create contents that provide a simulated sightseeing experience based on user opinions.

    This study clarified the process of the following transformation of Budget Hotels. 1) Before the classification of Budget Hotel was newly defined, Budget Hotel was developed as a public accommodation facility for workers. 2) The amendment of the Hotel Business Act in 1957 aimed at normalizing the Budget Hotels, entertainment facilities and minshuku which had been operating without any legal grounds. 3) There are no structural standards or minimum number of rooms for Budget Hotels like those for Inns and Hotels. Since the high economic growth period, new accommodation facilities such as business hotels, minshuku and guesthouses were accepted to promote the diversification of accommodation facilities. 4) While the number of minpaku was restrained during the overtourism period, the number of Budget Hotels increased rapidly and the character of business became stronger.

    In this study, to explore the ideal green environment for mitigating high temperatures in Sakai City, we used the meso-scale meteorological model WRF to analyze the current climate in August 2020 and the climate under the scenario of conservation and maintenance of the green environment with reference to the green future vision map of the ""Basic Plans for Greening,"" and created and compared the respective climate analysis maps.The results showed that during the daytime, the effect of the area greening was larger in the inland area, which is less affected by sea winds, and smaller in the coastal area.During the night, the temperature reduction effect of the green maintenance of the axis was clearly observed. In addition, it was suggested that the preservation of the existing hills and conservation and improvement of adjacent farmland will promote the effect of cool air flow and mitigate the high temperatures due to the integrated green environment.

    This paper clarifies the evolution of greenbelt development in Senboku New Town and evaluates the landscape of greenways by the age of greenbelt development among the residents of Senboku New Town.The results showed that the greenbelt that has remained from the beginning of the development mainly extends around the pond, and that the majority of the greenbelt that has been maintained as a greenway is the greenbelt that was redeveloped after the development of the new town. It was also confirmed that greenways developed after 1979 were relatively more highly evaluated by residents. It was suggested that greenways that have been maintained since the initial development of Senboku New Town tend to be relatively low in evaluation because they have dense trees and are difficult for users to use due to problems with brightness and safety.

    The study aimed to clarify the way of space improvement and planting management on tree-lined sidewalk from the viewpoints of security and comfort considering children's perspective.As a result of analysis, we showed the importance of planting management that keeps the height of middle and shrubs below the height of children's perspective, and maintaining perspective by selecting tall trees with high branch heights.

     Japan has experienced the rapid progress of the declining birthrate and aging population, which is unprecedented in the world, and the population decline seen for the first time after the war, and it is necessary to reorganize the city in response to such changes. Urban development projects can be mentioned as a method for improving this. Therefore, the purpose of this study was to clarify the actual situation of residents' consciousness from the spatial distribution characteristics from the questionnaire survey in order to grasp the problems of the district and to find out what kind of solution should be considered. It was found that the dissatisfaction with urban infrastructure development and the awareness of the importance of the theme of community development are concentrated in Ueno Town and Hino Town. It is necessary to promote the widening and ordering of roads from the viewpoint of urban renewal, but it is thought that there may be a simultaneous solution method of installing regional facilities and improving urban space.

     The purpose of this paper is to examine the characteristics of the projects developed by the Kyoto Municipal Housing Supply Corporation by organizing its projects. The paper organizes the business development of Kyoto Municipal Housing Supply Corporation from the time of its establishment to the present. The characteristics of the projects can be broadly categorized as follows: from 1965 to 1980, from 1981 to 2005, and from 2006 onward. The characteristic of the projects developed by the Kyoto Municipal Housing Supply Corporation is that it has supplied housing that would have been difficult for private operators alone to carry out, based on the demands of Kyoto City and the city. By providing complementary services to fill in the blanks where there is a need but the private sector or the city alone cannot do so, the corporation has contributed to Kyoto City's housing policy.

  • - A Case Study of Stalled Spaces, an Interim Use Program for Vacant Land in Glasgow -

     This paper focuses on Stalled Spaces, a program implemented in Glasgow, Scotland, to support the interim use of underutilized land by citizens. This paper identifies the characteristics of the institutional framework of Stalled Spaces and summarizes how activities and land use there have been transformed. The survey revealed that (1) short-term and long-term projects were implemented within the same framework, (2) agricultural use accounted for approximately 60% of the projects, and (3) approximately 60% of the target sites were publicly owned land. In addition, more than half of the projects that were implemented were still in interim use, and even in the cases that were terminated, there were cases of land that had fallen into disrepair that were improved, or were transitioned to a new use, which contributed to the improvement of vacant and blighted land.

     In this study, we focused on the reasons why people feel attachments to the living area and birthplace, and investigated the factors that form and enhance the place attachments. Also, we searched the relationship between place attachment and intention to contribute the living area, classified people according to self-esteem and area-view. As a result, it was shown that the place of origin developed place attachment and the evaluation of convenience enhanced place attachment. In addition, the collaboration-type has a high degree of attachment and gives many positive reasons for attachment, and tends to aim for impact on the area, while the enjoyment-type with the same degree of attachment does not have that aim on the area. So, I suggested that it is necessary to classify relationship styles when discussing place attachment as a motive for community activities.

     This study examines the structure and policy of multi-habitation services to eliminate the concerns of vacant house owners and make them realize the significance of utilizing vacant houses. The "base manager " of ADDress, a multi-habitation service, lives near their base, works with local governments and residents, and continuously interacts with owners. Therefore, they can reduce the management burden of the owner and the anxiety of lending to others. The consciousness and behavior of local communities are changing depending on " base manager " who is conscious of community development. Through continuous interaction, such as regular visits by the owner after the establishment of the base, there is a possibility that the change in the base, community, and life will be recognized, and the significance of using vacant houses may be realized.

    The purpose of this paper is to clarify the following two questions: 1. What kind of changes will be produced in local residents through the relationship between the bases and local residents via the Multibase Residential Platforms? 2. How will the " activities of the base manager to promote the relationship between local residents and the bases " and " the setting of the base as a place for local residents " at each base relate to changes in local residents? How do " activities by the manager " and " the setting of the base as a place for the community " relate to changes in local residents? The changes in the local residents include changes in their awareness of acceptance of people from outside the community, rediscovery of local attractions, and cultivation of pride in the community, as well as changes in their behavior, such as participation in local activities. The factors that were found to contribute to changes in local residents were " the existence of a cooperative entity in the activities of the base manager in the community " and " the existence of a open space in the base to the community.

     The purpose of this study is to take all places described in the illustrations (images) and commentaries (text) of the "Meisho-zue" of the Edo period as consistent famous places, and to clarify from what perspective they are positioned as a place of interest. This paper takes up the "Yodogawa-ryougan-Ichiran" as its subject, and focuses on how a particular place of interest is described in relation to other places within a given geographical area. Through the characteristics of their spatial scale, we conducted an analysis of the structure of making them famous places at that time and extracted their characteristics. By focusing on the linear connection of famous places developed along rivers in the "Meisho-zue", we aim to examine the broad cultural and technological connection and obtain knowledge that contributes to the valorization of local resources based on the perspective of territorio.

     This research aims to clarify the state of facade components that give commonplace impressions to foreign capital stores in tourist areas with historical landscapes. To understand the evaluation structure, we conducted an impression evaluation experiment using the evaluation grid method. As a result, it was clarified that the items of "uniqueness" and "security" influence the evaluation of the "favorable" of the tourist area. Additionally, foreign capital stores sell products that do not match the image of the district. Moreover, they overproduce the content of advertisements using photos and characters, and post too many of them. They were felt by the subjects as "promotion is exaggerated", "no ingenuity", and "cheap". It became clear that it contributed to the impression formation of "commonplace" contrary to "uniqueness".

     Pontocho is one of the historical townscape of Kyoto, but it is losing its historic townscape due to rebuilding. Therefore, in this study, we investigated ① the original design of original MACHIYA, and ② the conditions of recent change of townscape. In ①, we found type A, common in Kyoto, type B,C, which have second story facade in set back area. Type B,C are characteristic of this area to get more light in narrow street. In ②, we investigate buildings confirmed to be built since 1972, giving them marks. We proposed to designate this area for the third item of building code 43, which allow 2.7m road.

     The aim of this study was to investigate the character of Nakanoshima through an evaluation of the landscape from the perspective of water and greenery. First, 1,804 photos are taken on October 2021. Next, the photos were classified into the stream axis river-view and the opposite shore river-view, and analyzed them by inside and outside of Nakanoshima. And the composition of the landscape was evaluated by combining the appearance forms of water and green. As a result, it was found that in the stream axis view, in addition to the view with perspective emphasis by water and green on both sides, the floor surface and the banded water surface accentuate the greenery as a background, and in the opposite shore view, the superimposed landscape of water and green and the enclosed landscape where the water surface is emphasized by the green support the character of Nakanoshima.

     The purpose of this study is to clarify the characteristics of the use by conducting a survey of Chayamachi district, where there are some public spaces with different characteristics. The actual situation of use was understood by the following method. A route census survey conducted in October 2021 on weekdays and holidays, and we confirmed them by weekday / holiday, time period, and space type. As a result, we found that the public spaces in the Chayamachi district accommodate a variety of user groups, with different trends in use on weekdays and holidays and at different time period. Also, their public spaces are used differently according to the different characteristics of the space, such as spaces that are used for long time and spaces that are used for temporary time. Therefore, the district as a whole accommodate the different purposes of use of the people who spend time in the district.
