Abstract
This study analyzed the relocation intentions of commercial store representatives and factors influencing their intentions in Kainan City, Tanabe City, and Kushimoto Town, where a tsunami from a Nankai Trough earthquake is anticipated. The results showed that before the disaster, about 15% of store representatives were proactive and about 80% were passive in their relocation intentions. On the other hand, about 50% of the representatives of both temporary and permanent stores were reluctant to relocate after the disaster, while the number of those who were proactive increased to about 20%. In addition, the representatives of stores that were more aware of tsunami risk and had implemented disaster prevention measures tended to be more likely to intend to relocate, while the representatives of stores that were dissatisfied with the location or intended to take over the business tended to be more likely to intend to relocate after the disaster. The need for prior location planning and policies based on the business environment was pointed out.
